What it is and why it is essential

The Health and Safety Coordinator on construction sites is a fundamental service to ensure that the work environment is safe for all workers, avoiding accidents and protecting the health of workers during the execution phases of any construction project. This figure, in accordance with current regulations, is responsible for planning, coordinating and supervising the implementation of health and safety measures in the workplace, ensuring that all applicable regulations and laws regarding the prevention of occupational risks are complied with. The appointment of a health and safety coordinator is an obligation on all construction sites when more than one company or self-employed workers are involved and is crucial for the protection of workers and the prevention of accidents.

What does the Health and Safety Coordination include?

The Health and Safety Coordination includes a series of technical and supervisory activities that cover the following:

1. In the Project phase:

  • Approval of the Health and Safety Plan: The coordinator is responsible for approving the Health and Safety Plan, a mandatory document that includes all the preventive and protective measures for workers during the execution of the work, both in the project phase and in the execution phase.
  • Assessment of occupational risks: A detailed assessment of the specific risks of the work is carried out, identifying possible dangers associated with the activities, materials, equipment and ground conditions.
  • Application of preventive measures: The coordinator ensures that safety measures, such as the use of personal protective equipment (PPE), adequate signage, and collective protection measures, are implemented and respected at all times during the work.
  • Control of safety regulations: It is verified that the work complies with current legislation on occupational safety, both in relation to the infrastructure of the workplace and the hiring of qualified personnel and the management of facilities.

2. In the Execution phase:

  • Coordination between contractors and subcontractors: The health and safety coordinator organizes and supervises all those involved in the work, ensuring that all contractors and subcontractors comply with the established safety regulations, avoiding the accumulation of risks derived from poor coordination.
  • Training and information for workers: Ensures that all workers receive the necessary training on safety measures, the correct procedures to follow and the proper use of personal protective equipment (PPE).
  • Continuous inspection and monitoring: During the execution of the work, continuous monitoring is carried out at the workplace to ensure compliance with the safety measures applied in the project phase, with periodic inspections and adjustments if necessary to improve safety on site.
  • Actions in case of emergency: Emergency action protocols are defined and supervised, such as evacuations, first aid and action in the event of possible accidents.

When is Health and Safety Coordination necessary?

Health and Safety Coordination is mandatory, according to current legislation, in the project phase when there is more than one designer and in the execution phase when more than one company or self-employed contractors are involved, and must be carried out from the beginning to the end of the work. Some of the situations in which this service is required are:

  • New construction works: In building projects, safety coordination is essential to manage the risks inherent in working with heavy machinery, handling materials, working at height, excavations and other activities.
  • Renovations, rehabilitations and extensions: In rehabilitation or extension works, the risks may increase due to the intervention on existing structures, which requires safety planning adapted to the new conditions of the work.
  • Infrastructure and urbanisation works: In the construction of infrastructures such as roads, bridges, tunnels or urbanisations, occupational risks are usually high, so it is essential to have adequate safety coordination.
  • Demolition work: Demolition work presents particular risks that must be managed appropriately, such as the use of specialized machinery and the management of hazardous materials or unstable structures.
  • Work in confined or special spaces: In projects involving work in confined spaces, difficult-to-access structures or work at height, health and safety coordination is especially relevant to ensure the protection of workers.
